I am not sure what law Jack and Rose were breaking by falling in love, and I assume Jack could just as easily apply for immigrant status in New York in 1912 as Rose could. The two bigger problems would be that Jack would have no money and Rose would be under enormous pressure from her fiance and mother. The worst-case scenario is that Rose would unhappily capitulate to them and Jack would be left on his own.
A happier while realistically possible ending is that Jack and Rose elude the others upon arrival (via some other greeting boat or transportation boat in NY harbor?) and make an escape to build their own lives. Rose would pawn her necklace for immediate needs and Jack would find some labor job, working his way into being a reasonably successful businessman. By the time her mother finds them they are married and have children, and the fiance has long cursed them in his pride and moved on--he dies in 1929 anyway.

If Jack and Rose were real people, it's highly implausible they would have met at all, or at least often enough to form a relationship, due to strict class segregation aboard the ship.
But let's say they did, and Titanic made it to dock in New York. Rose probably doesn't have the coat on anymore with the diamond in the pocket; Cal would have taken it off her after Jack was hauled off to the sergeant at arms quarters an put the diamond back in his safe. We see how abusive Cal is, and he's a very wealthy man. Do you think he would have let Rose out of his sight one more time for the rest of the trip? All he'd have to do was accuse Jack Dawson, a third class passenger whose name isn't even on his ticket since he won it off someone at poker, of attempting to rape his fiancée. Jack would have been kept down below under lock and key until they arrived in New York and then carted off for assault on a first class passenger, and Rose would have been forced into a loveless marriage. Of course, after Cal killed himself in 1929, Rose would have been a free woman, hawked the diamond, and possibly started a new life for herself, still fairly young and able to live her life. If she had had any little Cals or Callies while married to Mr. Hockley, she probably would have remarried, hopefully to a much nicer man the second time around.

Jack and Rose were fictional character,created by director james cameron, in order to made use one of worst disaster onto great movie that would win oscar and get lot of revenue.
If titanic hadn’t sunk, then Jack and Rose may not exist in Titanic. James cameron would create them in another scene.. maybe in mall.. maybe become romeo and juliet… or maybe, another boat movie,but not titanic.
or worst, they would never exist as James got this idea after found titanic ship. so we would never heard of jack and rose

suppose that the titanic in movie hadnt sunk, then the movie would just like most holywood movie, its abruptly ended that would ask you to wait for the sequel. after made use of titanic, now James would made use of that nurse ,to become fictional character of rose. Rose will be in Brittannic. And got collision as Britanic did, then it will be another drama. Jack may died here, in Britannic, in similar way on how we know he died in titanic movie. or may be not, and then there will be another sequel…

If Jack has not yet navigated immigration, she will marry the first man who is available.
If Jack can find her (remember, no http://411.com in those days), he might arrive in time to marry her. If not, he ships off to the frontier (whichever one that is) or the first WW, where he is killed in the trenches.
Same outcome: tragic lost love.
The hard part of any story is after, not the tragic "cut short by untimely death" ending that wraps things up so neatly.
